Virginia Oasis apartments are certainly not in an “undesirable” area of Playa Blanca, there are upmarket villas nearby (e.g. Villas Blancas), but I think that they are mainly aimed at local people (who struggle to get affordable, long term rentals), not tourists.
It’s about a half hour hour casual walk to the nearest beach (Flamingo) and 40 minutes walk to the town centre, but you’ve got a bus stop opposite (number 30, buses every 30 minutes) and a taxi rank just down the hill.
